Chief Nkem Okwuofu, former Chairman of the Delta State Civil Service Commission and a notable political leader in the state, has extended her warm felicitations to Professor Sam Oyovbaire, Chairman of the State Advisory and Elders Council, on his 84th birthday anniversary.
