Rt. Hon. Ndudi Godwin Elumelu, OON, has established a record of legislative contributions and constituency interventions in the health sector, spanning healthcare policy reforms, infrastructure development, medical education and expanded access to affordable healthcare.
His contributions, particularly during his tenures in the House of Representatives from 2007 to 2015 and 2019 to 2023, reflect an approach to healthcare development that combines legislative action with practical interventions designed at improving the availability and quality of medical services.
A significant period of his legislative career was his tenure as Chairman of the House Committee on Health during the 7th National Assembly (2011–2015), when he played an important role in advancing reforms geared towards strengthening Nigeria’s healthcare system.
Under his leadership of the committee, Elumelu championed the National Health Bill, which sought to provide a comprehensive legal framework for regulating and strengthening healthcare delivery across the country.
The proposed reforms were aimed at improving the organisation of the health sector, strengthening institutional responsibilities and promoting better access to healthcare services for Nigerians.
He also sponsored and championed the National Health Insurance Commission Bill, designed to strengthen the regulation of health insurance and expand access to affordable medical services, particularly for Nigerians who might otherwise struggle to meet the cost of healthcare.
The bill was passed by the House of Representatives and forwarded to the Senate for concurrence during the 7th Assembly.
Beyond his legislative contributions, Elumelu’s commitment to healthcare development is reflected in several infrastructure projects and institutional interventions across Delta State, particularly in his constituency.
One of the most significant is the donation of a modern 250-bed hospital at Onicha-Uku, Aniocha North Local Government Area.
The hospital, conceived to serve Onicha-Uku and neighbouring communities, was formally handed over to the Federal Ministry of Health on December 19, 2018, as an outreach facility of the Federal Medical Centre (FMC), Asaba.
The facility represents a major intervention in expanding access to hospital services, bringing medical attention closer to residents and reducing the burden of travelling long distances in search of healthcare.
In further efforts to strengthen medical infrastructure, Elumelu facilitated the construction of several buildings at the Federal Medical Centre, Asaba, contributing to the institution’s infrastructure and capacity to deliver healthcare services.
His intervention in medical education also resulted in the facilitation of the establishment of the Federal College of Nursing Sciences, Onicha-Uku.
The institution provides opportunities for professional nursing education and the training of qualified healthcare personnel, with approval to award Ordinary National Diploma (OND) and Higher National Diploma (HND) qualifications in Nursing.
The establishment of the college is particularly significant to the development of the health sector, as it addresses the need for trained nursing professionals while creating educational and career opportunities for young people in the area and beyond.
Again, Elumelu facilitated the rehabilitation of the Government Hospital, Onicha-Olona, to improve its infrastructure, providing a comprehensive water borehole and enhancing access to medical services for residents of the community and surrounding settlements.
Another notable intervention was his facilitation of the conversion of the former Department of State Services (DSS) headquarters in Asaba into a functional clinic to provide medical services to security personnel.
The initiative further demonstrates his involvement in supporting healthcare facilities for institutions whose personnel play critical roles in maintaining public safety.
Taken together, these interventions demonstrate the different dimensions of Elumelu’s engagement with the health sector: legislative reforms, hospital infrastructure, medical education and the rehabilitation of existing healthcare facilities.
From his role in championing national health legislation as Chairman of the House Committee on Health to the donation of the 250-bed hospital at Onicha-Uku and the facilitation of important healthcare institutions and projects, his record reflects sustained involvement in efforts to improve healthcare access and delivery.
His health-sector contributions therefore constitute an important part of his legislative and constituency development record, particularly in advancing healthcare infrastructure, strengthening medical education and extending the reach of healthcare services to communities.
