The Delta State House of Assembly has adopted the recommendations of its Committee on Finance and Appropriations on the 2027–2029 Fiscal Strategy Paper (FSP) and Medium-Term Expenditure Framework (MTEF), following a detailed presentation by the committee’s chairman, Hon. Marilyn Okowa Daramola.
The adoption followed deliberations during plenary presided over by the Speaker, Rt. Hon. Emomotimi Dennis Guwor, and represents an important step in strengthening the state’s fiscal planning, resource management and development priorities.

Presenting the report, Okowa Daramola, who represents Ika North East Constituency, called on the Delta State Government to sustain its economic diversification drive by reducing dependence on oil revenue and strengthening non-oil internally generated revenue, particularly through agriculture and tourism.
She also stressed the need to prioritise capital projects in line with the MORE Agenda of the Governor Sheriff Oborevwori administration, while ensuring strict compliance with International Public Sector Accounting Standards (IPSAS) in budget preparation and documentation.
The lawmaker emphasised that prudent financial management, transparency and effective allocation of public resources were critical to achieving sustainable economic growth and delivering development across the state.
Following the presentation, the Leader of the House, Hon. Emeka Nwaobi, moved a motion for the adoption of the committee’s recommendations, which was seconded by the Deputy Speaker, Rt. Hon. Arthur Akpowowo, and subsequently approved by members.
In another major legislative development, the House passed the Delta State Local Government Amendment Bill, 2024, which provides a framework for the establishment, structure, composition, financing and functions of local government councils in the state.
The passage of the bill followed the suspension of relevant provisions of the House Standing Orders to enable its consideration through third reading and subsequent passage.
Commending members for the successful passage of the legislation, Speaker Guwor said the law would strengthen local government administration and enhance the effective functioning of councils across Delta State.
The adoption of the fiscal strategy report and passage of the local government amendment bill highlight the Assembly’s legislative engagement with key issues of fiscal responsibility, institutional development and effective governance.
For Okowa Daramola, the successful presentation and adoption of her committee’s recommendations further demonstrate her role in the Assembly’s efforts to promote sound financial planning, accountability and sustainable development in Delta State.
The House thereafter adjourned plenary to Tuesday, November 10, 2026.
