The Executive Chairman of Aniocha North Local Government, Hon. Emmanuel Bazim Chinye, has been honoured with a Meritorious Award of Excellence in Human Capital Development by the Catholic Men Organization (CMO), Issele-Uku Region, in recognition of his contributions to the development, empowerment and welfare of the people of the local government.
The award was presented to Chinye on Saturday, October 3, 2026, at St. Thomas Catholic Church, Ugbodu, during a ceremony attended by more than 1,000 delegates drawn from Catholic parishes across Aniocha North and parts of Oshimili North Local Government Area.

The recognition came only a few weeks after the Chinye administration marked its second anniversary in office, with the council chairman’s MORE G.A.I.N.S with Renewed Hope Agenda providing the framework for his administration’s development efforts.
For Chinye, the CMO honour represents recognition of an administration whose two-year journey has combined infrastructure development with deliberate efforts to improve the capacity, opportunities and welfare of the people.
His administration has, according to the citation presented at the ceremony, recorded more than 74 verifiable projects and programmes across communities in Aniocha North, alongside interventions in employment, youth empowerment, education and economic development.
Responding to the honour, Chinye expressed profound gratitude to the Catholic Men Organization, the clergy, the organisers and all those who attended the ceremony.
He particularly appreciated Ezinne, Mrs. Onyemem, whom he affectionately described as a mother.
The council chairman said the award was especially significant because it came from the Body of Christ, stressing that he regarded it not merely as an honour for past achievements but as a greater call to service and a challenge to do more for humanity.
He congratulated the other award recipients and reaffirmed his administration’s determination to continue implementing projects and programmes that would directly impact the lives of the people, empower residents and advance the development of Aniocha North.
Chinye said the recognition would further motivate his administration to deepen its commitment to people-centred governance, human capital development and sustained service to the people.
Earlier, the citation of the Executive Chairman, read at the ceremony traced Chinye’s journey from his background in Namakili Clan, Agba Quarters, Onicha-Olona, to his emergence as the Executive Chairman of the local government.
A graduate of Economics from Edo State University, Ekpoma, Chinye ventured into private business before joining active politics in 2001. His public service career includes his appointment as Commissioner in the Delta State Ministry of Arts, Culture and Tourism and his service as Executive Chairman of the Delta State Waste Management Board.
The citation described him as a grassroots politician and philanthropist widely recognised for his accessibility, humility and commitment to the welfare of his people, noting his consistent interventions in education, youth empowerment, infrastructure, agriculture and human capital development across Aniocha North.
Since his election as Executive Chairman in July 2024, the citation noted, Chinye has pursued the MORE G.A.I.N.S. Agenda With Renewed Hope as the driving philosophy of his administration, with particular emphasis on good governance, accessibility, infrastructure, agriculture, human capital development, youth development, security and peace.
His efforts at the grassroots have also attracted other recognitions, including the Overall Best Local Government Chairman in the South-South Region by the Nigerian Local Government Excellence Award and the Delta State Integrity Chairman of the Year Award, among others.
The citation concluded that it was specifically in recognition of Chinye’s commitment to human capital development and the empowerment of the people that the CMO, Issele-Uku Region, conferred the award on him.
The award was presented after the celebration of Holy Mass at St. Thomas Catholic Church, Ugbodu, led by the Parish Priest, who also delivered the homily.
In his homily, the priest challenged Chinye and the other award recipients to understand public recognition as responsibility rather than mere reward, stressing that an honour places a greater obligation on its recipient to sustain and surpass the standards for which he or she was recognised.
He noted that once a person’s character and achievements have been publicly acknowledged, such recognition also places the individual under greater scrutiny.
The awardees, he said, must therefore ensure that their subsequent conduct continues to reflect the virtues contained in the citations read in their honour.
The priest further drew attention to the Christian understanding that “every saint has a past, and every sinner has a future,” using it to remind the recipients that recognition should not be regarded as the end of personal growth but as an encouragement to higher standards of conduct, responsibility and service.
Drawing from the Parable of the Two Sons, the parish priest stressed the importance of action over promises, noting that genuine leadership is ultimately demonstrated by what people do rather than what they merely say.
He also warned against ethical compromises that are casually dismissed as insignificant, observing that unresolved decisions and questionable actions could eventually return as “matters arising.”
The warning, he noted, was particularly relevant to those entrusted with public leadership.
The priest further cited the example of Pontius Pilate as a lesson in leadership and accountability, noting that although Pilate attempted to distance himself from responsibility, history continues to remember him for the decision taken under his authority.
The message was clear: leaders cannot simply wash their hands of the consequences of decisions made while exercising authority.
The Vice Chairman of Aniocha North Local Government, Hon. Nneka Clara Dibie, who accompanied the Executive Chairman to the event, congratulated the Council Boss in an interview, described the award as well deserved, particularly in view of the administration’s efforts in human capital and infrastructure development.
Dibie highlighted the administration’s employment initiatives, noting that more than 250 persons have been engaged with monthly stipends, while over 166 senior and junior staff have been employed into the unified local government system.
She said the initiatives demonstrated the administration’s commitment to opening opportunities for residents and strengthening the human resources capacity of Aniocha North.
The ceremony was attended by the Vice Chairman, Supervisors and Senior Management staff of the Local Government, including the Acting Head of Personnel Management; Mr. Augustine Onwueze Treasurer to the Local Government; Dr. Chuks Okonta, and the Head, Information, Public Relations and Protocol of the Local Government, Dn. Chijioke Williams Ugbolue, alongside Catholic faithful and other dignitaries.
For Chinye, the honour arrives at a defining moment in his administration’s two-year journey.
Beyond the plaque and public applause, the CMO’s recognition places a fresh responsibility on the council chairman to sustain the emphasis on human capital development and translate more opportunities into tangible improvements in the lives of the people.
And as the Parish Priest reminded the awardees, the enduring value of honour is ultimately not in the plaque presented, but in the character, service and legacy that follow it.
