Hon. Emmanuel Bazim Chinye, the Executive Chairman of Aniocha North Local Government Area, Delta State, was born over 55 years ago into the family of Mr. and Mrs. T. I. Chinye, a devout Christian family from Namakili Clan, Agba Quarters, Onicha-Olona, in Aniocha North Local Government Area of Delta State.
He had his primary education at LA Primary School, Lagos, and Ani-Nshi Primary School, Ogwashi-Uku, before proceeding to St. Pius X Grammar School, Onicha-Ugbo, and Oboshi Grammar School, Ibusa, for his secondary education.
Driven by a passion for learning and excellence, he attended Edo State University, Ekpoma, where he obtained a Bachelor of Science (B.Sc.) Degree in Economics in 1997. Following his graduation, he ventured into private business, establishing successful enterprises, including Bazim International Investment Limited, ET Ventures, and Somewhere in the World Ventures, Lagos.
Hon. Chinye began his political journey in 2001 when he joined the Peoples Democratic Party (PDP). Since then, he has distinguished himself through exemplary leadership, untiring commitment to public service, and an enduring passion for the development of his people. His dedication and competence earned him several strategic appointments, including Honourable Commissioner in the Delta State Ministry of Arts, Culture and Tourism, as well as Executive Chairman of the Delta State Waste Management Board.
Widely admired for his political sagacity, philanthropy, humility, and accessibility, Hon. Emmanuel Bazim Chinye has earned several affectionate sobriquets among his people, including “The Man We Know,” “Omeliora,” “Obata-Obie,” and Omekaokwu,” reflecting the deep trust and admiration he enjoys across Aniocha North.
He also served as the PDP Campaign Director of Mobilisation for the 2023 General Election in Aniocha North Local Government Area, National Coordinator of the Okowa People Network (OPN), and leader of the Uche Bulu Ofu Pressure Group.
Guided by his enduring philosophy of “Live and Let Live,” Hon. Chinye has consistently leveraged his influence to improve the lives of his people. He has facilitated numerous political appointments for deserving sons and daughters of Aniocha North into the Delta State Government, attracted critical infrastructure projects to various communities, empowered many individuals through the provision of houses, vehicles, and other forms of support, awarded scholarships to students, and sponsored extra-mural classes for indigent candidates preparing for WAEC, NECO, and JAMB examinations.
Following his unanimous emergence as the Peoples Democratic Party (PDP) Chairmanship candidate for the 2024 Local Government Election, Hon. Chinye secured an overwhelming victory at the polls held on Saturday, July 13, 2024, and was subsequently inaugurated as the Executive Chairman of Aniocha North Local Government Area on Monday, July 15, 2024.
In the wake of the historic political realignment in Delta State, Hon. Emmanuel Bazim Chinye joined the All Progressives Congress (APC), alongside the Governor of Delta State, Rt. Hon. Sheriff Francis Oborevwori, and other leaders of the State. Since then, his administration has remained firmly aligned with the Renewed Hope Agenda of the President and Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria, President Bola Ahmed Tinubu, GCFR, as well as the Renewed Hope for MORE Agenda of the Governor of Delta State, Rt. Hon. Sheriff Francis Oborevwori.
This alignment has further reinforced his administration’s commitment to delivering purposeful governance, accelerated development, and improved living standards for the people of Aniocha North Local Government Area.
Upon assuming office, Hon. Emmanuel Bazim Chinye immediately set in motion his vision to REBUILD Aniocha North Local Government Area through the implementation of his MORE G.A.I.N.S. Agenda, a strategic development blueprint designed to translate his vision into measurable achievements for the people. The acronym G.A.I.N.S. represents:

The G.A.I.N.S. Agenda has remained the cornerstone of his administration, complementing the Renewed Hope Agenda of the Federal Government and the Renewed Hope for MORE Agenda of the Delta State Government in advancing inclusive governance, infrastructure renewal, youth empowerment, agricultural development, human capital advancement, and enhanced security across Aniocha North Local Government Area.
Working in close collaboration with his Executive Committee, the Legislative Arm under the leadership of Hon. Raphael Uzor; members of the Executive Council; the Head of Personnel Management; the Treasurer; Heads of Departments; and the entire workforce of the Local Government Council, Hon. Chinye has, over the past two years, remained steadfast in his commitment to rebuilding and transforming Aniocha North Local Government Area through purposeful leadership, strategic partnerships, and people-centred governance.

1.Massive rehabilitation with asphalt overlay of bad portions on the Issele-uku axial road from the express to UBA with repairs of drainages along the Issele-Mkpitime- Onicha-Olona road – “Completed”

3.Massive rehabilitation of the Executive Arm Building Complex with Reroofing and exquisite furnishing of the Executive Chambers, Executive Chairman’s office, Vice Chairman’s office, office of the SLG and all other Offices in the building – “Completed”
4.Remodeling/Construction of an Ultra-Modern Main Market with 141 lockup shops, 577 open stalls, 1 big warehouse, 1 abattoir housing 41 stalls of meat sellers, 1 bank building, 1 administrative building, 16 toilets, 1 Omu palace office, 3 motor parks, 1 grinding section and 1 refuse waste reservoir in Issele Uku – “Completed”

34.Putting in place special security measures in conjunction with the State Police Command, notable personalities and all the security agencies in Aniocha North Local Government area towards curtailing the activities of criminal elements and ravaging farms/forest marauders in the whole area.
35.Promoting the welfare of Traditional Rulers and collaborating with them to promote Peace, Development and Progress in every Community of the LGA.
36.Regular sponsorship of routine immunization of children between the ages of 9 months and 5 years against measles and other killer diseases in conjunction with the Delta State Primary Health Care Development Agency and other Partners.
37.Massive clearing and beautification of the three main entrances to Aniocha North Local Government Area in collaboration with Rain-Oil Nigeria Limited.
38.Reconnection of the Local Government Council Secretariat to the National Electricity Grid – “Completed”
39.Regular payment of Salaries and claims to workers as well as increased imprest for effective governance.
40.Facilitation of over 400% increase in the stipends of Casual workers of the Local Government.
41.Reticulation of water from the Local Government Comprehensive Water Scheme to the Executive Arm Building and DSS Quarters – “Completed”
42.Cordial relationship with the Legislative Arm, the Executive Arm, the Administrative Staff and the Workers Union of the Local Government Council.
43. Cultivation of over 10 hectares of farmland for Corn, tomato, pepper and vegetables thereby crashing the price of food in the area.

Hon. Through the faithful implementation of his MORE G.A.I.N.S. Agenda, now strategically aligned with the Renewed Hope Agenda of President Bola Ahmed Tinubu, GCFR, and the Renewed Hope for MORE Agenda of the Governor of Delta State, Rt. Hon. Sheriff Francis Oborevwori, his administration has continued to promote good governance, expand access to government, deliver critical infrastructure, strengthen agricultural and human capital development, empower the youth, and sustain peace and security across the Local Government Area.
A defining feature of his administration has been its unwavering commitment to human capital development and economic empowerment. The engagement of over 250 aides and committee members in strategic roles, the approval of more than a 400 per cent increase in the stipends of casual workers, sustained youth empowerment initiatives, and strategic partnerships aimed at advancing agriculture and creating sustainable livelihoods underscore his enduring belief that the greatest investment any government can make is in its people.
Hon. Emmanuel Bazim Chinye’s outstanding commitment to transformational leadership and grassroots development has earned him widespread recognition and several prestigious honours. Among these are the Overall Best Local Government Chairman in the South-South Region of Nigeria, conferred by the Nigerian Local Government Excellence Award (LOGEXA); the Delta State Integrity Chairman of the Year 2024 and 2025 Award, presented by the Integrity Group of Delta State; and the Peace Ambassador Award, among other notable recognitions.
Beyond public office, Hon. Chinye is a man of broad interests whose hobbies include reading, playing lawn tennis, meeting people, and exploring new places. He is happily married to his beloved wife, Mrs. Tina Nkem Chinye, and their union is blessed with five wonderful children.
