The Delta State Primary Health Care Agency, on behalf of the National Primary Health Care Development Agency (NPHCDA), has lauded the Executive Chairman of Aniocha North Local Government, Hon. Emmanuel Bazim Chinye, for his remarkable commitment to advancing primary healthcare delivery through the provision of modern health facilities across Aniocha North Local Government Area.
The commendation was made during the official commissioning of the newly reconstructed, furnished and fully equipped Primary Health Care Centre in Onicha-Ugbo, on Wednesday, July 15, 2026, one of the landmark projects of the Local Government, executed to commemorate the second anniversary of the Chinye administration.
Representing the Permanent Secretary of the State Primary Health Care Agency, Dr. Charles Eboka described the Council Chairman as a visionary leader whose deliberate investments in the health sector have brought quality healthcare services closer to the people at the grassroots.
According to him, the National Primary Health Care Development Agency and the Delta State Primary Health Care Agency are proud of the Chairman’s sustained efforts in repositioning primary healthcare facilities through the provision of modern equipment, improved infrastructure and a conducive environment for effective healthcare delivery.
He noted that Hon. Chinye’s interventions have significantly strengthened healthcare services in the council area, while urging the people to safeguard the facility and make effective use of the services provided.
Speaking at the ceremony, Hon. Emmanuel Bazim Chinye said the reconstruction of the health facility was in fulfilment of his administration’s resolve to improve healthcare infrastructure across the local government.
The Chairman explained that Onicha-Ugbo, being one of the major communities and gateway towns into Aniocha North alongside Issele-Uku and Issele-Azagba, deserved priority attention in the distribution of developmental projects.
He recalled that upon assumption of office two years ago, his administration undertook an assessment of public facilities across the local government and identified the urgent need to renovate and equip the Onicha-Ugbo Primary Health Care Centre in recognition of the critical role of primary healthcare in disease prevention and community wellness.
Hon. Chinye stated that the facility has now been transformed into a modern healthcare centre with essential amenities, including functional water supply, electricity, medical equipment, furniture and a conducive environment for both healthcare workers and patients.
He reaffirmed his administration’s determination to continue investing in projects that directly improve the welfare of residents across the local government, stressing that the development aligns with his administration’s “MORE GAINS WITH RENEWED HOPE” mantra and complements the Delta State Government’s MORE Agenda.
Earlier, the President-General of Onicha-Ugbo Kingdom, Barr. Peter Kogolo, who was represented by the Deputy President-General, Comrade Collins Ogwugwu, expressed the community’s profound appreciation to the Council Chairman for fulfilling a long-standing aspiration of the people through the renovation of the health centre.
He described the project as a symbol of progress and hope, noting that it would significantly improve access to quality healthcare for residents of Onicha-Ugbo and neighbouring communities.
While appreciating the Chairman for the intervention, the community appealed for further support through the renovation of the staff quarters and the old health centre building, installation of solar-powered lighting and CCTV surveillance systems, employment of additional healthcare personnel and the provision of more medical equipment to enhance service delivery.
The event also featured a courtesy visit by Hon. Chinye and members of his entourage to the Palace of the Obi of Onicha-Ugbo, His Royal Majesty Obi Victor Chukwumalieze II, Obi of Onicha-Ugbo, ahead of the commissioning ceremony.
The high point of the occasion was the official inauguration of the reconstructed Primary Health Care Centre, performed by the traditional ruler, His Royal Majesty Obi Victor Chukwumalieze II, through the symbolic cutting of the ribbon, signalling the formal opening of the facility for public use.
The ceremony attracted members of the Executive and Legislative arms of the Council, political office holders, officials of the Delta State Primary Health Care Agency, healthcare professionals, community leaders, women and youth groups, as well as residents of Onicha-Ugbo, who applauded the Council Chairman for prioritising quality healthcare and grassroots development.
